You can also create and draw images from scratch, but GIMP is not my favorite tool for that. GIMP is my favorite application to edit images, including manipulating color, cropping and resizing, and (especially) optimizing file size for the web (many of my Photoshop-using colleagues ask me to do that last step for them). One drawback: it is not well optimized on Mac. (It can create CMYK images, but that's not the main aim.) It's a lifesaver for manipulating SVG maps and charts for web applications not only can you open files with the integrated XML editor, you can also see all of an object's parameters.
