You can also create and draw images from scratch, but GIMP is not my favorite tool for that. GIMP is my favorite application to edit images, including manipulating color, cropping and resizing, and (especially) optimizing file size for the web (many of my Photoshop-using colleagues ask me to do that last step for them).
